Depends on you card, I have a citi Forward that drops .25 every 3 months for on time payments
none of my APRs have ever dropped. I had one go up once a few years back when my util was high.
You can sometimes call to request a lower APR, but I never have just because I've gotten in the habit of PIF every month, so apr doesn't really matter much to me.

Same area of the statement should say whether it's variable or fixed. Variable rates go up and down with the prime rate...fixed is obviously fixed. If you have online access, you can also find out the info when you log in to the system.

It takes a simple call to sk if there is an APR reduction available for your account. I got my AMEX reduced by 2%
