I wish you the best of luck. Typically, most institutions won't consolidate their own CCs balances into a unsecured fix rate loan. I know they won't allow BTs either from one of their own CCs to another of their own CCs. Please let us know the outcome. When you apped the loan, did you tell them you were wanting the loan to consolidate their own credit card balances?
