Credit Card Rules Changing on April 1st?

I read an article that said something about some credit card rules changing on April 1st.  I forget what it said and I apologize for not being able to find the link at the moment.  Does anyone know if this is true?

 

I am worried because there are some cards I want to apply for, and I'm wondering if the credit card deals available will change on April 1st....in which case do I need to apply for the cards today?

it wasn't a prank, wish I could find the article.  I think it said something about rules for Amex Blue Cash changing for example.
