just went to Citi and looked to see if he pre-qual. The response was nothing on file. Am looking at the forward card option now. Does it matter that he is not a college student ?

Maybe we should take a quick pause and spend the money to go get his Transunion credit report and score from here at myfico... then report back and we can see where to go!?

i'll check is myfico now, but he has 2 open accounts (car and bedroom set). The car should be showing on his EQ

Yes, DO NOT apply for a student card if he isn't a student. Now this makes for a thinker. What bank does he currently deal with?
he uses GE Money Bank (Walmart Money Card) but will be going to the State Employees Credit Union this week to open a traditional Checking and Saving
Just tried to check FICO, FICO did not have a score available for him, called and spoke to CSR and was told FICO requires 6 months credit history before they can calculate a score
His car is locally financed, however the company reports monthly. We know this as my wife and I have bought our last 5 vehicles from the same place

With a file that thin, he's going to run into issues with any major CC lender, IMO, especially if he's too short to even calculate a FICO.
Best advice is to have him speak with the CSR when opening his accounts at the credit union. They may be willing to open a CC account for him, or, alternatively, give him the opportunity to open an secured CC account (prefereably one which graduates).
