Credit Utilization Minimum Question

If I have a $1000 credit card and charge $1.00 to it. Therefore; 1.00/1000 =.001% (1/10 of a Percent) credit utilization. When a $10 charge would equal exactly .01% (1 Percent) credit utilization. Would the $1.00 charge still be as sufficient of a credit utilization as the $10 charge? Or is the $1.00 charge not enough to count towards proper credit utilization on a $1000 credit card. Thank you
