Hello,
I searched the forums but could not get a solid answer about the issue of card issuers blacklisting.
I had a chase and citibank card that were charged off 2 years ago but I settled up with them, out of the 4 cards I PIF for 2 and 2 of them I settlemed for 30 percent of the debt owed.
Does anyone know if citibank and chase blacklist even if you settled with them, because when I try their preapproval links they cant seem to match me up with anything.

I can attest that Chase blacklists. The response to an app can be "negative history with Chase". I was able to get past this with EO help.
Chase is pretty strict, took me 10 years to get back in with them from burning them a little in 05, they hold a grudge.
They both blacklist. I've trie chase pre app but never get any offers. I also paid them in full. But I do have citi and other major cards. I'd definetly still wait if you burned them 2 years ago. I burned them about 10 years ago.
Boy, good thing I paid them down.
Balances January 2009 and now:
Citi $29,000 $ 3,500
Chase $45,800 $ 5,400
BofA $35,229 $10,500
I burned Chase, Discover, BOA. and HSBC... among others. But I paid all the charge offs in full. I got back in with all of them, well, except HSBC. They didn't have anything I wanted.

I burned HSBC, but not the entire limit. Only 150 was left when they went poof to portfolio, (didn't know cap one was purchasing them). Portfolio didn't even want money for the card, saying they couldn't collect, it was part of bankruptcy? Don't think I would declare bankruptcy over 150, while leaving 15k on the books. It fell away peacefully.
I burned Citi in 2003, they are the only ones that will not let me back in. Although, I feel that I am not blacklisted because they did a double pull on my Double Cash application they rejected a few months ago.
