Yes, it is only for military families. The only other way in is someone who lives with you who is active duty.

Welcome to the Garden Club! It's apparent that you've come a long way. Credit One is great for initial rebuilding, but the lack of a grace period means that you do have to pay it off daily. Now, you can just automatically pay your cards off every month and not accrue any interest. However, you've done very well on your own and have some good cards to use now that you don't need CreditOne anymore.

Why is that anything to get upset about? You got a nice starting limit and a great travel card with a heavy hitting sign up bonus. I'd look at it more as a tradeoff. You got what you wanted and now you can go back to letting your accounts age.
