I was denied a secure credit card from capital one. I JUST bought a car like one week ago, with no dwn payment and less car pyments than my last vehicle. WTH?? Why would I get denied from a "secured" card where the credit limit is $200 with a depoist of that much most likely? Just doesn't make any sense to me. Guess I don't need one then, but would make life a little easier for me and I am tryin to rebuild my credit.
I noticed that if the old creditor is still reporting a past due balance and showing your card usage as lets say 300% your original credit limit no bank that preformes a credit check will apprive you for a secured card. At least for me thats how it was until I settled and had the old account updated. Another secured card option is with Open Sky credit, I know they accept anyone whos willing to pay them...
Lenders not lending certain people money (whether secured or not) has nothing to do with spite. It has to do with a risk model with some people just not making the cut. It does seem strange that a secured card with 100% deposit would not be approved, but like another user said; it costs money to maintain and if they just don't see themselves coming out on top, they won't lend.
When it comes down to business, personal feelings are taken out of it. If someone that I can't stand asks to borrow money from me with a guaranteed 30% return on my investment, I'm going to loan him the money. It is business and only business.

I was in the bank opening a new account a few months ago and asked a similar question. I knew the woman fairly well so I thought I could get some info from her.
Me: "Why do you guys always pull credit reports for a DEBIT card with no overdraft protection?"
Sally: "Because in certain cases a debit card can allow you to spend more than you have."
Me: "Oh?" Now she had me interested. "How do I do that?"
Sally: "I can't tell you that." She smiled.
If there's some trick, I'd sure like to know what it is.
