Chat and find out
I got my APR reduced 5 mins ago through chat
It looks like they also replaced their normal Journey Student card with a Quicksilver Student card as well: http://www.capitalone.com/credit-cards/quicksilver-students/

I get regular offers from BofA (MC and AMEX), US Bank (2 cards), Discover More and Citi (DP with $1k limit). None from Chase, but the Slate is working on a Forever APR offer anyway.
