Yes. I got approved for Amex Zync and Blue. USAA Amex is my backup card.

That's true. Still, I think there are very, very, very few lenders who decision an application based exclusively on FICO scores.
There are many lenders who are INQ sensitive -- even more so than USAA -- and just because one has a high FICO and / or high income doesn't necessarily mean a potential lender feels comfortably adding to an already (in their view) more than sufficient availability of credit.
Interesting that USAA pulled EXP (Experian, or EX as we call it here) instead of EFX (Equifax, or EQ as we call it here.)
That's very unusual for USAA. Although they have softed me before on EX.
Anyway, maybe OP just needs to cook with USAA for a bit, until they see what his usage pattern is.
They pulled EQ on my credit products - signature loan, AMEX, WMC.
