Correct but on your report it won't show $5k limit so anything you charge will go against your UTI
Some Visa Signature issuers report CLs. For instance Chase recently started reporting CLs. It depends on the issuer. If CLs aren't reported high balance is used instead. I'm not sure what FICO uses if your high balance is above your CL.

My new Cash Rewards Signature does not...
I'm hoping Bank of America comes around on this, with Chase and Citi now reporting lines, it would be nice if they did, I would love to upgrade my BofA to a signature, but I refuse to do so until it reports my $5,000 (and probably soon larger) line to the credit bureaus.
