Not always... some creditors are much quicker reporting than others. When I applied for a PayPal MC, they were on two of my reports within 24 hours- which is how I found out my CL. Others can be much slower- my first Amex took more than two statements to report (although subsequent Amex cards showed up fairly quickly). Finally, some creditors are just erratic about reporting and some have their own little quirks. I once had a loan with a credit union which was reported every six months like clockwork. Given the fact that BMO Harris/Diners Club was overwhelmed with apps, it's possible people might be reading to much into the non-reporting.
