I think you are referencing another card. The offer that I saw on line when I logged into my Discover IT account states 2% on all purchases up to $500 for the month of January. I even received the following confirmation email:  "You're signed up to earn 2% Cashback Bonus on up to $500 in purchases when you use your Discover card from January 1 - 31" 

The 5% category is for Restaurants and Movies January -March.

I've got what the OP's got, double cashback on any purchase made in January, up to $500 in purchases. So it looks as if they're throwing around different kinds of new years cheer.

Also, I DON'T think it's a matter of Discover having 2 tiers of customers. Not entirely, anyhow. Discover likes to surprise its customers, that's all. These things are gifts and they can't be predicted. Sometimes "prime" customers might not get them. Sometimes who knows?

One year Discover gave me 2% cashback during the entire month of my birthday, but when I waited for that to come around the next year, I didn't get a thing. A few months ago somebody here posted that Discover sent them a $20 gift card when they moved, but I moved about the same time and didn't get a thing. Then later a $5 gift card showed up for no reason at all.

This is just Discover. It's not a matter of them favoring one group at all (although maybe you have to be a customer for a while to get some of these things).

Anybody who didn't get a 2% offer for January, don't feel bad. There will be times you'll get an offer and others won't. Think of it as a little bit of fun, a nice surprise when you get one.
