My TU Credit Card FICO 4 is 634  what are my chances of approval?

Current FICO 08 as of 06/01/2015 TU 648 EQ 624 EX 602
FICO Mortgage Scores TU 594 EQ 540 EX 642

Discover will pull Equifax, usually your FICO 8 score. Good luck!

I would consult the credit pulls and who gave me credit databases to see what scores people were approved at and what bureau might be  pulled in your state.

Discover only pulled TU for me, not EQ.  It's regional.

OP: that's on the low end but if your credit profile is thin and clean it's more likely than if you have a couple dings.  You could be countered with the secured card or the joint card if you don't fit their criteria for a single holder unsecured card.

Discover pulled TU only for me and I got approved with no credit history at all

I applied for Discover It because I heard they pull EQ and that is by far my highest score.  I was approved for an $800 CL.  Later I learned that for some reason they did not pull EQ, they pulled EX.  My score there is only 650, so who knows?  Maybe try there pre-qual site first, that's what I did.  If I did't get an offer there, I wasn't going to apply.

I guess it is regional, Discover pulled TU for me (live on East coast)

Besides your stated credit score, how well established is your credit file? If good, your chances maybe better than you think!

Lol, I was JUST coming here to edit my post after reading that other pre-approval link thread.  I didn't realize that their pre-qual site was useless until I read that thread.  Sorry, OP, DO NOT take my advice about using Discover's pre-qual site.
