Discover IT Auto CLI & Questions

hey guys, so as the title said I just recieved an auto CLI from Discover.

Background, i apped for the card in June and was instantly approved for $3500. Used it as a daily use card for one month to about $700 and just been using it for the 5% gas since. Both statements I had PIF + more. Had a billing issue that i thought had been resolved then had a $25 fee on there so I chatted wtih the representative who quickly saw hte notes and removed it. I had never had the link under request credit line work nor an option under the automated system. I confirmed with the representiive that my 3 month date to request a CLI was 9/5 and told her I had not seen a link yet. She offered to process one for me but i declined not wanting a CLI. On Thursday I received an email saying I was auto raised to $4250 and might be eligible for additional auto CLIs. I then noticed the CLI request linkw orked so i asked for $25k total and was told it could not be processed without a HP. I am still not getting a CLI requst on the automated phone system.

My questions for you guys:

1) is there a period of time I need to wait before I am eligible to request a CLI since I was just auto-CLI?

2) with the online form it will counter offer correct if I am eligible?

3) why do i not have the phone option on the automated menu?

It was available for me after 3 months, roughly. My first attempt was for 3k (I had got an auto CLI from 2k to 5.7k around 1-year anniversary). System said HP required. I retried with 1k. System rejected saying not enough history with new limit. It was an SP. 

One more month and I tried 1.3k. Instant approval.

2) with the online form it will counter offer correct if I am eligible?

I wasn't given any counter. I was either accepted or rejected.

3) why do i not have the phone option on the automated menu?

When I was trying for CLIs (before I got the auto CLI), if the system online didn't accept me, the phone menu somehow didn't work. But as I understand from others here, people might have had success through phone route. YMMV.

Phone menu gets activated only after 6 mnths/statements.

My DW and I tried the phone menu every month since 3rd statement, she got her card 1 month before mine. We both got the phone menu at the same try, her was a little over 6 months, mine a little less than 6 months.

Asked for CLI we both got the "we need more information and will transfer to specialist", we both hang up. No CLI.

After trying the luv button with my card since 4th statement with no luck without a HP, I tried again after my 6ht statement, instant approval and went from 1 to 2.5K. My DW luv button is not working. I'll tell her to try the phone menu after next statement.
