1) They haven't updated the online system yet, as far as I know because at 6 months they still gave me the too soon for CLi message.
2) The 3 month is for a SP, I confirmed it with 4 CSR. However, if you get denied and would let to get further review it's a HP.

You can even initiate a CLI request through their chat function. The rep I chatted with was very helpful and even told me it was going to be a SP. When she got the required info from me, she said that my application was asking for a HP and asked if I wanted to continue. I'd give this a shot.
Yes, they will never do a HP unless you agreed on it. Loving Discover so far and especially the customer service.
