Visit https://www.optoutprescreen.com to opt in or out of credit card mailing offers. I just opted-in because I'm curious what I can get.

Being opted in with the credit bureaus allows them to share your info to CC companies that may want to offer you credit. It also allows them to disclose info for a number of other reasons, but that's probably the main thing.
How do you opt in??

I never opted out to my knowledge. I have enrolled in services in the past that may have done it for me.. I'm not sure.. I've NEVER received a credit offer in the mail though.. I opted in manually a few minutes ago. Hopefully I'll get some offers..
