The website won't let me request one, always says it's not available. I tried to call just but, but I'm always a bit wary so I decided to speak with a CSR and they couldn't approve any CLI without pulling a report. Granted, I never use this card, so I understand if they don't can't or don't see a reason to.

What the system does is check if there is a SP available. Sometimes it outright offers you a CLI. If it can't process a SP CLI, it offers to connect you to a CSR for "more information." My experience and that of many people I've read here is that if you hang up while it's in the process of transferring, there is often a CLI on your online account within the next few days. Maybe some department is monitoring these attempts?
For comparison, I'm in the same boat. Rarely use the card, the website hasn't once said a CLI is available, and whenever I talk to a CSR they need to ask for a HP to proceed. It's JUST this one method that works. Maybe not all the time but don't give in - it's 2 minutes, no talking, worth a shot every few months is what I meant by this post to everyone here. Especially with Discover's odd, conservative CL tendencies.
I'll see in a couple of days and report back. It may not work for me though since I just went from $6,500 to $10,000 in January and then from $10,000 to $14,000 in February 2014 on an account that was just opened in October 2013. Hey, but it's worth a shot.

Still not giving me the option to request a CLI. It doesn't have the feature on the phone and the online tells me not available and to call. I don't want a HP....so I am waiting it out until I can get one with a SP.

let it pull up your account. on main menu select 4 for more options
New menu now. Option 3 Should be request CLI.

that is what it was for me also , but then they need more information, which means HP
i can attest. I did an online cli from 4k to 7.5K, since it was instant i figured i could have gone for more. since it wasnt letting me do it online again so soon, i called the automated number, got the "more info prompt" and hung up wihout talking to anyone. still got another sp cli to 9K. My requests were less than a week apart.

Does it say ask if you want to try for a CLI, press 1 and it auto approves or transfers you to a CSR?
Or does it ask you to punch in via the keypad your amount CLI requested, income, housing payment, etc?

It asks the income and housing payment. Reads a little disclosure and then does its thing. You may get it or you may get "It looks like we may need additional information" which is a transfer to csr. It doesn't ask the amount of the cli or at least it didn't ask me. Good luck.

Just income and housing payment. Then it decides whether or not you get one and if so, how much.

Thank you both for your response. I also have ony more question. Normally when housing payment is asked. Are they typically asking for Principal+Interest only or Principal+Interest+Taxes+Insurance? I currently have an escrow set up that is for PITI, which is what shows up on my CR. But if I'm only responsible for a portion of this, and my fiance helps pay for the other portion. What should I tell them when asked?
Also, kind of related. Sometimes they ask length of residence (in this case, a CSR from discover did). I technically have been living here since 89, but I wasn't paying the mortgage then, I took it over from my parents back in.. 02? 05? Would I say I have been living here at this address since 89 or would I say when I started making housing payments?

You're welcome. I rent so I can't answer the housing payment question, but the length of your stay would be the entire time you have lived at that address regardless when you starting paying the mortgage.
