The thing to remember is that it only works at certain stores.

Do you also get 1% cash back on this portion of the transaction total? I would 'think' so but wonder if discover knows it was extra cash and filters that part out.

They definitely know. This is the first time I do it at Sam's club, this is what I see online:

SAMS CLUB      $108.75

CASHOVER $60 PURCHASES $48.75

I bet the 1% is only for purchases.

 Yep. You do not earn any rewards on cashover amount.
