Discover pulled transunion?

I thought Discover used EQ but a couple weeks ago I was denied for a discover IT and my transunion report got the HP? is this right? also there are two HP showing, shouldnt it be just one?

Equifax: 676 (myfico) Experian: 683(myfico) TransUnion: 689 (Barclays)

Discover pulls TU for me (including SP every month). It was a HP for account opening and another HP for CLI 6 months down the line.

They pulled EQ & TU for my application as well. When I asked for a CLI they only pulled TU.

They pulled TU for me when I applied last year, and when I asked for a CLI 4 months later.

Based on my experience with Discover, they pull Equifax for apps and Transunion for CLI requests (if not soft pull for CLI).
