I've read the Citibank will blacklist people who have BKed them forever. As far as a charge off' I have read that those who made good with them and paid off the old balances were able to get approvals.

Neither were in BK. Both were CO.

Is there a way to find out if I am blacklisted w/o a ding to my CR? Is there a risk they would resume collection activity after 20+ years?

I had a Providian CO from 2000 that ended up in Chase's portfolio. I was denied for a Chase Disney Visa with a 727 TU FICO due to that account

Citibank, yes
Chase... Very much yes! They changed lending practices after credit crash... my friend had wamu become chase $8500 limit... he closed it and about 2 months later applied for Zappos and they said no, we do not offer any credit products to any past Chase delinquent or BK, he had a car financed with Chase that was in his BK... he asked about the Wamu/Chase $8500 and the rep said you shouldn't have closed it!
