I have several cards but only charge about $50 to $500 max on the higher CL cards. Will I ever get a much higher CL if I spend so little ony my cards?
It is definitely possible. Each lender is different. Some will give CLIs easily with little to no spending while others like Discover love to see heavy usage.
Best example is Amex. I hardly use my card and it is my highest limit
It may be more than spending such as debt to income on the size of CL.

This...YMMV on each card. I've gotten $14K CLIs on cards I didn't use much and haven't gotten one on a card I use 80% of the time.

This. I rarely use my Costco TrueEarnings. Its most recent balance was ~$64 and that's fairly typical for a given month. AmEx didn't grant me a 3x CLI on it but countered at just under 3x. I haven't used my USAA cards much since getting cards with better rewards yet the CL's were recently doubled on them. Usage can help but its impact can vary so don't rely on usage alone.
