Do SOFT CLI always use old credit reports

Well recently i have asked for CLI at CITI and AMEX and seems like they use Credit Reports 2 months old, is that the norm?

Seems to be the norm with a lot of lenders now

I tend to wait to see SP's before asking now a days 

Before you app think...
Have you done your research of the CC?
Does it fit your spending?
Do you have a plan for the bonus w/o going into debt?
Can you afford the AF?
Do you know the cards benefits? Is it worth the HP?

If seeking HP CLI's I pull fresh CR's directly from CB's mostly (EQ)

SP's I don't to much worry about for the other 2 CB's I just go for it based on the cards I have that give free scores
