If I am reading the disclaimer correctly, you only get double delta SkyMiles when you make a purchase directly from Delta... all other purchases are at the rate of 1:1.
There are still uses for the card if you prefer to book your airline travel through other sources, though. Don't forget the free checked baggage benefit, priority boarding, and access to the Delta lounges at a reduced fee. There's also a $50 reimbursement for Delta incidental purchases. Combine these with Amex offers and you can easily earn back the AF even without considering the SkyMiles the card earns.
On the Amex side, there are benefits as well. Ancecdotally, people with marginal credit profiles have had success getting usable starting lines on the Delta Gold Amex, and once you have any Amex card you can apply for any of their other products and it's only a SP if you're denied (it's still a HP if approved, though).
I seldom fly, and I still find use in the card. If nothing else, once it's 13 months old you can transfer some of it's credit line to another Amex product.
I agree with Uncle B.... I find the PRG a better points card but if booking with Delta it is a great card. My PRG is linked to Alaska for my $100 airline credit so I have to use Delta when flying Delta. It can be a useful card if you dont overload yourself with Amex products.

If you buy a Delta ticket with the PRG you earn 3 MR points for every dollar (which can be converted to SkyMiles at a ratio of 1:1) but if you use the Delta Gold card you only get 2 SkyMiles for every Delta dollar spent, making the PRG the clear winner for the ticket purchase - even over the Delta Gold credit card.
The Delta Gold will get you several additional things, though... valuable to many people is the first checked bag at no fee (saving $25 each way) as well as the other Delta perks mentioned above.
If you don't have a use for the bag fee waiver or other Delta perks you're better off sticking with the PRG (unless you have an ulterior motive like myself).

I love that we have so many choices of credit cards to apply for but that doesn't mean we should apply for everything.
We travel Alaska, it only made sense for me to get the Alaska Airline card and link my PRG to AA as well. Then I thought about which hotels do I want to stay at or which do I frequent the most. Marriott and Hilton Honors seems to be the two that would fit our family's need and wants. So we got those card as well. And now that we have them, we use the card as much as possible to earn points along with other cards. So important to choose travel cards you'll use. It took me awhile but I'm very happy with what we have now
