Or the credit card thief could have paid someone a small amount to pick up the TV and meet him/her at spot X.  (This is what I do)  No guarantee at all that you would catch the real thief, at the store and once the innocent person doesn't show at X in time, the real one moves on.     It's not always simple, and it may well be cheaper for the store just to absorb these losses.


that guy was probably a professional credit card thief, if theres such a thing, he placed the order very late and didn't aim too high to trigger a fraud alert from amex.

but i mean even if he sent someone that someone could be arrested and questioned, with good police work he could have given the theif to the police. if he is smart yes he can prove he had no idea he was picking up a stolen item, but don't you have to provide some ID when picking a 700 dollars tv? if he walked with a fake id to pick it up that is alone a felony that would lend him in jail, even if he was paid to do it.

"Professional credit card theives" are usually part of large orgnanized gangs, or in different scenarios, are employees of hostile governement agencies.  So more likely to have bought the stolen information from a broker.  No professional is going to buy physical goods in this way, much too much contact for way too little gain.   They would rather sell large number of info on stolen cards to middle men who sell to end users, pure profit at low risk.

 

And yes, the police could question the guy and maybe or maybe not make some identiciation, but it's gone from your slam dunk of arresting the thief to a bigger deal.  Which is simply not worth it to the police ofr store.   The attempted theft value is way too small for them to care.

Based on my experience with having fraud against me... Walmart is by far the easiest store to commit fraud against.  I had a fraudulent card opened in my name and purchases made.  When I reported it IN PERSON and asked for more information, the managers (in store and on the phone) both REFUSED to cooperate with me.  They stated that since I did not open the account, they would NOT give me any information about the account EVEN THOUGH IT WAS IN MY NAME because the information belonged to someone else and they won't violate their privacy. LOL!!!!  They said to talk to the police and if the police decide to investigate, THEN they would release information to them!
