and NO the 61 day thing is primarily a Amex thing, it could work with others but most like 6 months to be safe. Many companies does a hard inquiry to do CLI so careful with what you wish for. Anyways when you start building credit you shouldn't go for too many increases cause starter cards aren't very CLI friendly, once you get your score up just replace them with better cards. You would be surprised how fast you can grow with no bad marks on your credit.
