CrapOne definitely does blacklist, as you have discovered, but they seem to have unusual criteria for including people on the blacklist. Maybe it's a three strikes policy or something similar.

I just sent a Goodwill letter to Capital One a few days ago because I was approved on their pre-Approval site for a Venture card but then was denied due to a past co from 2001. So its been 11 years and I can't recall at all having an account with them. They also have no record other than charge off amount and date. Wouldn't Goodwill it out of their system. It's never been on any credit reports.
I got approval for their Crapital One starter card 2 years ago via the same system and have a perfect record with that card too. When I mentioned this they told me basically "Sure we will offer you a high Interest rate card that will NEVER increase in credit line but we will not let you have our decent products". Wouldn't tell me a date or if and when it would purge from their system and didn't seem to care that they can't validate the old debt.
This is soo funny... I was just soo lazy yesterday to even start a thread on this. I was being transferred back n forth all day. Just like you i was pre-qualified for their top tier products and had a previous account that was late. The recovery dept cant tell me abything about the debt but that it was paid in full and no oen else even cares. A senior account specialist gave me the talk... "we are a conservative bank....! I just gave up.I'll stick to my credit rebuilder thats also stuck at 750 CL!

Kinda sorta. For prime cards yes. Rebuilding probably not. Cap One wouldn't have a lot of customers if they did.
Yes they do blacklist, however their reasoning behind who they blacklist eludes me.
I had 2 cap one cards, both went into collections, one i paid off and the other went through my BK. I was able to get 2 more a year later.
My wife had one cap one card that she never missed a payment one that went through he BK, and they refuse to give her another one. When she has tried they send her a letter stating: Due to her past history with them they are unable to give her one, and they never pull her reports.
So they do blacklist, but I don't know why they blacklist the people they do.
