Does Capital One CLI do a hard pull?

Hi, I would like a definate answer as to if Capital One does a hard pull on your credit report if you ask for a CLI?  Also, I perfer to call an automated system instead of talking to a live person.  If I call the automated system, anyone know how that works and if a hard pull is done?  I absolutely cannot afford to get a hard pull done right now since I'm planning on looking for a home this year.  My credit limit has been stuck at 750 for over 1 year.  I had the card for 1 year and 6 months.  So its hard to keep my utilization ratio under 10%.  I would like a CLI to decrease the ratio so that my credit score can go up higher.  Thank you.

I don't think they are doing customer initiated cli's at this time.

they've never pulled a HP in the past for me (when they used to accept customer initiated CLI requests.)
