Does GE black list after 1 year?

I had an Amazon last Jan go to CO status. I paid it but I want another chance at amazon. Do they blacklist completely
Equifax - 628, Experian -627, Transunion- 654 In the garden until 01/01/2019

Only way to find out is by applying...

 

It's kinda sporadic wether thay Blacklist or not.
