When I got my Nordstrom Visa Signature last year they put me through the wringer on my identity. I had to fax in stuff twice and they kept losing it. I finally went to the store with my driver's license, and several other things. The CSR at the store called in for me, and faxed the items again right there. Although they pulled EQ at the time of application, they then pulled EX. After a short wait, I was informed I was approved for their "best" card: the Signature at $3,000 CL.
In about November I called in to request a CLI. The CSR said "Hmm, you have a Signature. They're supposed to be a minimum of $5,000 anyway. We'll bump you to $5,000."
I've called in twice since for CLI's and they tell me that I just haven't used the card enough to justify increasing it further.

They can set up rules all they like, but they can't make everyone follow them, I guess.
I've always believed that CSR's get a bonus when they sign you up for these things, because they were so incredibly persistent about it when they first got really big several years ago. The word "hounding" comes to mind. I'm not surprised that someone maybe found a way to give a customer a Sig or World but still get their commission, even when the applicant didn't qualify for $5K.
I have the World Points visa with $5000 limit. It was my first $5k limit card.

"World Points visa"? I think World Points is just the name of their rewards program. My BofA Plat MC was a World Points program card until they turned it into an MC World. This confused me quite a bit.
World = MC; Signature = Visa.
I thought First Premier issues this card with $300 CL.
I have a ML VISA signature card with a $3,100 limit.

Ah, good guess! I was thinking "major league" or something.
I was ever-so-briefly working on a theory that maybe co-branded cards (Nordstrom Visa, NFL something) might get by with under-$5K limits, but if rubaty's card is Merrill Lynch, I guess not.
Although who knows, maybe it's considered a co-brand, too.
We'll catch rubaty again with the next time zone!
