Does insurance application count as a HP?

I don't own a car due to where I live, but I rent cars and I was considering getting a non-owners driver's insurance policy as it will be cheaper than buying liability insurance through the rental companies each time I rent. When I called for the insurance quote I was told they will do a credit check. If I do this is it going to result in a HP on my credit report?

Use an AMEX? Doesn't amex auto insure your car rental if you pay with it?

I know Progressive does a soft on Experian...Met Life Auto does TU, I believe. This is what I've encountered when I was looking around for a named non-owners policy.
