Does the Fifth Third secured Visa graduate?

I'm looking to get a Fifth Third Bank secured Visa. I'm rebuilding and have a BOA secured card and would like to get this card if it graduates without a new application. Current scores are in the 660-680 range.

It doesn't graduate. 

US Bank's cards graduate after a year (you have to call them and have a FICO score in the ~650 range). The Harley Davidson card has a $0 annual fee so I'd go with that if you want another line of credit that graduates.
