guess that would depend on which store it was and if they offered you pre-approved for card during checkout or offered for you to save 15% and open a store account with them!

Well, it depends, but if the shopping cart trick looks like this then YES, definitely!

JESSS!!! .... i turned it down cause i did not know..
Plus, where do they get their info from.. They didn't have my name, address, email,.. THEY DIDNT HAVE A THING !
Are the just approving a stranger?
(I'm totally not making fun of the OP or anybody else... This just came to mind when I saw the subject)
I'm picturing a high school kid running around sears or target with a pop up card board sign spining it around screaming at people that they're approved. Then they turn around and have a ipad or something hooked to their back to enter the last 4 of the ssn. Then the kid runs away and does it again and random times at random people... all day

On a serious reply... The shopping card trick requires you to fill out your address (as seen on your credit reports) as your billing address... DO NOT enter a credit card/purchase anything as it bypasses it. If you got an pre-approval pop up before entering YOUR information it was probably just an ad.
