If inquiries were the only reason, I would say continue waiting.
I mean Jan. 30 to now is only 3 months.. that's not a very long time.
With Chase you have to wait six months between denials. Personally I would wait until your newest card is a year old. That will allow you INQ's from last year age off, your new hit a year to not affect your score, and your new accounts to age, and let your pay them down even more. Credit isn't a sprint, it's a marathon. Trying to rush things just sets you back farther.
This ain't gonna be a popular opinion but: There's no functional difference between $500 limit cards. People get emotionally caught up in "Primeville" or the illusion of progress and beg, plead, or app until getting approved for the same crappy limit they had with FP. Worse yet; between lowered AOAA and new inquiries, their score takes a hit.
The Freedom is best suited for those with good/great credit and low utilization at the time of their application.
Also, Chase requires HPs for customer initiated CLI requests. You can be stuck with low limits for a while, LOL!
Regardless of the 6 month rule...
The most prudent move is to not make a move.
If you're asking whether you should apply or not, rather than being sure about it, then it means you already know there's a huge chance you won't get approved.
Not only that, but you might get stuck with a very low credit limit on what is a great credit card. I'd rather start out high and never get an increase than get a $500 and take a hit for each additional 500 - 1000 increase.
Give it time.

Like others have said, I would wait at least 6 months from your newest card. But considering you have gotten denials for inquiries/your app spree, I'd personally wait a good year to allow time for your cards to age and for some inquiries to drop off. Join us in the garden!

There was no way to tell they were going to give me such a terrible limit, if there was, I would have closed it. I mainly took it for the 0% for 12 months. And yes, I do want to close it because I am not using it as much as I though ti would be.
I do not believe I am making "brash" moves, I went on an app spree, and got two amazing cards, one, not so amazing. I do plan on gardening, but for only 6 months.
