The value of MR isn't in cash.
The value is in transfering it out to airline partners.
36K MR in my account to British Airways Avios is worth more than a statement credit etc.
Seeing as I can fly on AA for as little as 7500 Avios, they're worth more than seeing MR to $.

But with AMEX MR, it's even better since they hold promos.
I missed out on their 25% bonus on MR to BA Avios.
Earlier last year they had 30% bonus! So I'm keeping my eye out.

If you prefer Airline miles redemption, then yes. If you prefer cash, then no. Of course, if cash your preference, then this is not a particularly good card.
However, if you use miles for some int'l business class flights, MR points can potentially redeem for a value of approximately 2c - 3c, depending on how you redeem them.
