Ebay/Papal Mastercard CL question

So I apped for the eBay mc and got the" please call" message , called to verify identity and was told I was approved for a cl of 2k.  The day after I call the service automated number what tells me my available credit is just 250 and cash advance amount the same.  Fast forward till today I get an alert from EX credit monitoring telling me about my new account which states my CL is 3K...WTH three different limits?? which is it? Anyone with experience with these cards know or had similar experience? Its not showing on my payapl account as yet Im guessing because im still waiting for the card to arrive and once activated it will show.

Is it the PayPal smart connect or is that something totally different? my gues is what is reporting to the CRA is what your limit is at
