Email offer from Citi/BT Card?

Wondering if this a good sign of approval or just generic marketing. So recently my fico went from about 630 to 680, thanks to paying off a bunch on cards.
1450/1000 Slate to 170/1000
3100/5000 boa bbr to 3300/10000 (hp cli)
505/500 loc to 250/500
Simplicity is maxed out at 95%, and so is my freedom
Avg age of accts is 6 years, newest credit card dec 2015, about 2 inquiries on all three bureaus, newest inq was like a week ago for that cli from boa.

I was going to get chase disney visa, but have heard horror stories for that card.

The offer was for a travel citi card, but it didnt give a specific apr it gave a range, but it said 0 for 12 months.

I didnt start getting these emails til i started paying things off. 678 transunion, 671 eq (from citi, so not real 8 fico), and 655 according to slate ex.

Ideally looking for a good balance transfer card, and 2000 ish credit limit card for yesrly trip to disney..what do you guys think of odds for approval? Is this legit offer? Any suggestions on bt card with genreous starting limits?

Normally if there isn't a specific APR rate, its just a mailer.  When you start getting specific rates those are normally much more solid.  Good luck!
