Ever been denied the opportunity to verify your identity?

I applied for a PayPal Extras MC, and they were "unable to confirm/verify my identity."

I wrote a letter explaining what was likely the cause (recent move - 6 months ago) and asked to provide any verification documents that would reconcile records.  In their response, they basically said no.  I knew the address wasn't on the credit report but thought that because I was applying through PayPal (where my address is verified), it wouldn't be an issue.

Yeah I went through this with Nordstrom. After numerous calls giving them some of my other acct info, drivers license, passport, etc they could never verify me. And I hadn't moved in 18 months. Even when I emailed their EO they said sorry can't verify you.
