I haven't used my Discover card in forever. I just recently started to make a dent in the $1800 balance I had on the card. And today out of nowhere I get a call from an account specialist. I apped for a CLI in Feb but was denied due to high revolving balances. So after explaining the high util the girl gave me a 1K CLI. This is my first increase since I got the card which was a little over 2 yrs ago. My CL now sits at 3K and hopefully later on this year when I pay down some more debt I can get to that magical 5k limit I been aiming for atleast one card.

by "revolving a balance" do you mean your balance is some postiive amount when your statement is cut, which you then pay in full? Are you paying finance charges (i.e. interest?)
The rule of thumb is that Discover likes to see useage. Let the statement post a balance and then PIF. There is no need to carry a balance and pay unnecessary interest.
Let six (6) consecutive statements post with a balance and then call in and request a CLI.
