It takes a bit to report. Sometimes it can be quick though. Soooooo, so much for getting approved for this one eh
If you are requesting to reallocate CLs (and/or eventually close the Fidelity CC) it will be a HP - it will reflect on your CRs as closed once it reports. BOA treats reallocations/transfers as a CLI hence the HP. There is no way to get around the HP unless you have a stellar profile and/or great history/relationship with BOA/Fidelity/ML.
