I just hit the luv button for my Wal-Mart card they gave me $100 bucks wish it could have been more but i will take it. So my CL is now $400.

I've had the card 5 months now. I reason i think i was granted the cli was because my 4th statement was just cut an i paid it off last week. So the 4th month statement cut for CLI seems to be true.
