I became intrigued with them some months back and I did a bit of research. I called their customer service to ask the very same question, and they told me you can indeed apply for a card as a non-member. I remember there was some specific instructions involved, like the way you had to apply was unique or something. But, then around here people have reported conflicting information, saying that it's harder to get approved if youre not in their scope of membership or something.
