Fort Knox Student Visa?

Just browsing some student cards and saw the Fort Knox Student Visa. Now I'm not thinking of applying, but on their web site it says "Designed for members 16-25 years old" Is this true!? I thought you had to be over 18 to even qualify for a CC? Someone please correct if I'm wrong because this seems illogical.

Parent would probably have to open the account and add the child to it under 18, and they require a cosigner for under 21.

No co signer is required for 18-20 if you demonstrate a way to pay your debts back (have a job). But thanks for the advice on the under 18 part.
