I think it is for the most part but in my circumstance it had to be something with the terminal I believe because my business plat is my main driver and a simple $6 charge shouldn't have been declined considering what type of business purchases I put through it. Now, why AMEX declined it and Chase approved I have no clue but luckily no further issues arrised. Would still use my AMEX on a charge I didn't need any "hassle" on that or probably my CapOne as well like you. Need to put Chase through its paces soon here so I know what to expect.

Is this something Citi offers on all their products? I've been looking through their cards and honestly nothing really jumps out at me but can give them a 2nd look if their warranty/price protection is good.

I'm not sure about all, but those features certainly come on most Citi major cards. I've had AA Platinum, Costco, and Prestige from Citi and they've had them.
I don't think Citi Retail cards (like the Brooks Brothers MC I once had) offer nearly as much.
I have the DC and the price rewind feature is nice. You register the make and model and Citi will actually look for a lower price. It's saved me a few bucks on things in the year I've had it. Never used the extended warranty protections but with two small sons I probably will soon.
