ChevronTexaco approved me when I only had a Kay Jeweler's card with a $500 CL (at the time) on my credit profile.

yep chevron!! They give decent initial CL but also give excellent CLI My dad got approved for VISA version with high UTL and with a TU FICO score of 690. I might vary with others but its a easy approval for their Chevron Card(NON VISA)

PenFed is definitely not easy to get approved for.
