Does having a current GE card with good history and verly low util help with getting another GE card? I.E. Walmart?

I believe so as it has happened to me. Once in with GE, always in with GE. IMO

If your already in with GE, is it a HP or SP for another card with them?

HP through Trans Union for me every time when I applied in 2010.
I haven't applied for anything with GE in a while, so I don't know if anything has changed. Once you get an account with them, i can tell you that they do not like any new negatives or high utilization.
If your report is clean, the automatic CLI's GE does can be very generous:
My wife:
JCPenney 200 > 1000 > 1600 in 7 months
Amazon store card 1100 > 1300 > 1500 in 10 months
I had a few collection items from 2006 hit my report in 2011 after I had received my JCP and Amazon card. JCP is still stuck at 200, Walmart stuck at 700 and Amazon at 1100. Both the Amazon and WalMart card got one CLI at the 4 month mark, nothing since.... and its been over a year. I have had perfect payment history on every account for more than two years, but my utilization, inquiries, and balances have been quite high.....after this month, my util will be below 30%... hopin for some CLI's by the end of the year, but I'm not holding my breath....

when you open a new tradeline its always a hardpull.
but i believe all ge cards are soft pulls for cli.

It helped me. Had GE account for 6 months, then app'd for Wal Mart, instantly approved. Both were HP's

Yes and no. They're still going to pull your TU and base approval on your CR and FICO. So, having a positive history on a GE card may or may not help override anything negative on your CR.

Home Design, HHGregg and Brandsmart are 3 of my cards that won´t CLI with a SP.
I have talked to U/W and nothing. They want to HP, 1 for all 3 though.
