They're not nesc hard to get. They're just picky about new accounts and particularly other card's high limits

I've got a pile of new accounts from about 18 months ago (Mortgage + 2-3 new cards) but other than a new car lease I have zero new accounts in the last 12 months, and even that was 11 months ago.

Hmmm yeah I've consider Fort Knox for a real 5% gas card. I think first year max for out of region is $2500 limit. I didn't realize Penfed had those restrictions.

Yeah, that's the Platinum Cash Plus.  There's also the Platinum Signature without those requirements, but that's via points.

With the Cash Plus, a number of people were able to open a money market account with $25, and qualify for the 5%, no AF.

Nerdwallet is just another of those sites that list the 'best cards', which always seem to be the cards that give them advertizing kick backs and not the cards that give the best rewards.
