That is not a good deal. 



Well, it depends on where you're coming from. If someone had just been RJ'd up to APR's in the high twenty-percents, an effective APR for a 9-month BT of not quite 7% might not be that bad. And then afterwards, they'd have a card that's useful for gas and grocs for those who shop at Kroger.

Note: the effective interest would be higher when you calculate that 3% fee over 9 months instead of 12, which is why I said the rate would be not quite 7%.
