You can go here to Opt Out.
You can use the same site to opt back in if you ever change your mind.

Ok I remember now that I went on this site in 2009 and opted out.
Are these hard pulls or just soft pulls? Why would someone opt out if it doesn't damage your credit?

Most people opt out to stop pre-approval credit card and insurance offers but opting out also inhibits baddies like CAs from sniffing around your reports. The CRAs sell your info and if so subscribed, the CA will get alerted if an inquiry appears from a mortgage lender or the like. In turn, the CA might opt to report knowing that most lenders will require you to take care of that debt first. Opting out prevents the CA from receiving that info.
