Hard.  Just about any application for new credit will come with a hard pull.  With the only exception I personally know of being Crown Jewlers.

Speigels and newport-news do soft pulls if you go through their preapproval pages. If you are preapproved they do not pull  a hard inquiry. It's pretty sweet, unfortunately their stuff isn't as sweet.
